Rent Control has varying degrees of complexity that are not ‘black and white’ answers to reduce the rate of rent increases.  Each community has a dynamic model to understand that rent control — rent stabilization — can change the economics and the supply of available rental units for a community, county and in some case — the state.   This Workshop is not a conversation about a possible rent control ballot measure in Santa Cruz or on the state ballot.
